The City Manager, with the approval of the City Council, is authorized to enter into contracts in the name of the City providing for the collection and removal of swill from public food establishments by persons other than its own forces or contractor, if any. Such contracts shall contain adequate safeguards to assure the sanitary handling of the swill and sufficient security to protect the City against claims arising out of the collection and removal of swill by the other persons to the contract, shall include a provision for a contract payment to the City, and may provide that the person has the exclusive right to collect swill from public food establishments in the City.
