Excess solid waste from any residence or commercial establishment within the City may be hauled in accordance with PMC 8.05.240 through 8.05.270 from such residence to an approved disposal site in a car, truck or small trailer provided it is in solid waste cans or such vehicle is constructed and operated in a manner that solid waste will not leak, spill, fall or otherwise escape from the vehicle.
