In the event the City elects to contract for any of the services described in this chapter, the contractor and the City shall mutually agree on the date of implementation, which shall be on the first of any month, but not more than three months subsequent to the award of a contract. Payment of any franchise fees collected shall terminate on the first of the said month and any utility business tax charged the contractor shall commence as of the first of said month, which shall also establish the start of the quarter system for the payment of tax.
