Any person or entity found to be in violation of any provision of this chapter, including violation of PMC 8.05.050 by engaging in the business of collecting, removing, transporting or disposing of solid waste in the City, shall be deemed to have committed a civil infraction and shall be subject to a civil penalty as set forth in PMC 1.40.050(5), plus court costs and statutory assessments.
