Any person found to be in violation of the provisions of this chapter shall be deemed to have committed a civil infraction and for each violation shall be subject to a civil penalty not to exceed $250.00, as the exclusive penalty without the imposition of incarceration. Each day that the violation continues shall be deemed a separate violation subject to the maximum fine of $250.00. Any person found to be in violation of the provisions of this chapter for two or more offenses within a two-year period, shall be subject to an enhanced penalty of not less than $250.00, but not more than $500.00.
