It is unlawful for any person to place any object upon any windowsill or other portion of a building in such a position as to be above or near to a street or sidewalk unless that object shall be securely fastened to prevent it from falling, or to permit any such object to remain in such position on any building or part of a building over which he shall have control or possession.
