It is unlawful for any person, other than the City’s solid waste collector or its employee, an employee of the City of Pasco in the course of exercising any of the duties or responsibilities of his position, or the owner, manager or other occupant of the premises where a can or container containing solid waste is located, to rummage through, remove or dispose of any of the solid waste contained in any such container without the permission or consent of such owner, manager or other occupant of the premises. “Solid waste” means all putrescible and nonputrescible solid and semisolid waste including garbage, rubbage, ashes, industrial waste, swill, demolition or construction waste.
