It is unlawful for any person, other than the City solid waste collector, its employee, an employee of the City of Pasco in the course or discharge of any duty or responsibility of his position, or the owner, manager or other occupant of the premises where a container containing solid waste is located, to knowingly buy, sell, receive, possess, conceal, withhold, or aid in buying, selling, receiving, possessing, concealing, or withholding any of the solid waste contained in any such container without the permission or consent of such owner, manager or other occupant of the premises.
