(1) Required. Every record of traffic citations, complaints thereon, and warrants issued therefor required in this chapter shall be audited at least quarterly by the Director of Finance who shall submit a report of such audit together with a summary thereof to the Mayor and City Council. Such reports shall be public records.

(2) Publication. Such Director of Finance shall publish or cause to be published a quarterly summary of all traffic citations issued by members of the Police Department, the disposition of traffic citations issued by members of the Police Department, the disposition of the complaints thereon, and the issuance and disposition of all warrants issued therefor in at least one local daily newspaper of general circulation.

(3) Access to Records. For the purpose of this chapter, the Director of Finance or his duly authorized representatives shall have access at all times to all necessary records, files, and papers of the Municipal Court of this City and the Police Department.
