The parking restrictions provided in PMC 10.70.100 shall not apply to the first three parking stalls west from Third Avenue on the south side of Clark Street when signs are erected giving notice of the restrictions contained in this section. The first three stalls on the south side of Clark Street west of Third Avenue shall be reserved for the parking of authorized official City vehicles. No other vehicle shall park in the parking stalls described above at any time. Each day or portion thereof that an unauthorized vehicle is parked in the stalls described above shall be a separate violation. Any unauthorized vehicle parked in violation of this section shall be declared a nuisance. No person shall park a vehicle in violation of this section, and, in the alternative, the registered owner of the vehicle shall be responsible for the penalties imposed in this section against the vehicle. A violation of this section shall be a civil violation with a fine of not less than $10.00 and not more than $50.00 for each separate violation.

The City declares that the stalls described above shall be a tow-away zone and that any unauthorized vehicle parked in the stalls described above shall be towed away when a sign or signs giving appropriate notice has been erected. In addition to the civil penalties provided in this section, the person parking the vehicle in violation of this section and/or the registered owner of the vehicle parked in violation of this section shall be responsible for all of the costs associated with the towing and storage of any vehicle parked in violation of this section.
