With respect to public utilities operating under franchise with the City, this chapter shall apply only to those activities which involve the disturbance of the surface of, or the doing of any underground work in, public property. Further, if the work is being done in conjunction with any street improvements project or resulting from a request by the City to provide or extend underground utilities, the permit fee shall be waived by the City Engineer, provided all other requirements of this chapter are complied with.
