The purpose of this chapter is to implement the concurrency provisions of the State Growth Management Act as required by RCW 36.70A.070. The intent of this chapter is to ensure that the City’s transportation and utility systems will be adequate to serve current and future development, without causing the level of service to decline below the standards established in the Comprehensive Plan.
