Any communications provider or carrier or other person who desires to occupy public ways of the City and to provide telecommunications, cable, or open video services to any person or area outside the City must first obtain a right-of-way use permit. [Ord. 3287 § 1, 1998; Code 1970 § 15.30.010.]
