2.50.010 Purpose.
The purpose of this chapter is to establish a hearing examiner system for the application of land use regulatory controls, appeal of administrative determinations and decisions, including those administrative decisions and determinations made pursuant to Chapter 43.21C RCW (SEPA), animal code appeals, vehicle and personal property forfeiture hearings, vehicle impoundment hearings, and such other determinations and appeals as be required by the City and permitted by law. This system is adopted to:
(1) Ensure procedural due process and appearance of fairness in administrative and regulatory hearings.
(2) Provide an efficient and effective decision-making and appellate system which integrates the public hearing and decision-making processes. [Code 1970 § 2.19.010.]
