The width of the block under normal conditions shall be sufficient to allow for two tiers of lots with easements. One tier of lots shall be provided between a local access street and an arterial. Blocks intended for business or industrial use should be of suitable width for the proposed use, taking due consideration for providing off-street parking and truck loading.
