Any proposed activity shall be conditioned as necessary to mitigate impacts to critical areas and conform to the performance standards required by this title. Subject to the reasonable use exception of PMC 28.12.040, any project that cannot adequately mitigate its impacts to critical areas or meet the performance standards required by Chapters 28.16 through 28.32 PMC shall be denied.
