The fund shall be used for the proper receipting and disbursement of funds utilized, borrowed, received and expended in connection with the TRAC facility, adjacent recreational and sporting fields and facilities and their appurtenances, and to account for payment received by the City from any income from the TRAC facilities in connection with the City’s operation thereof.
