The fund shall be used for the proper receipting and disbursement of all funds utilized, borrowed, received and expended in connection with economic development (including City-owned farm facilities) and industrial development (including land and public infrastructure such as streets, rail lines, utilities, etc.) strategically identified by the Pasco City Council to attract and accommodate economic development within the City.
