The provisions of this chapter shall be subordinate to any provision of any other chapter of this title where the provisions address the same subject or are in conflict. It is the intent of this section that the provisions of chapters specially regulating a particular kind or kinds of business prevail over the provisions of this chapter which generally licenses businesses where there is conflict in language and the two provisions cannot be interpreted harmoniously with one another.
