When the City Manager refuses to grant a license, or revokes a license, he or she shall notify the applicant in writing of the same, describing the reasons therefor, and shall inform the applicant of his or her right to appeal, according to the appeal procedures in PMC 5.20.180, to the City Council within 10 days of the date of the written notice by filing a written notice of appeal with the City Clerk containing a statement of the specific reasons for the appeal and a statement of the relief requested.
