No person, firm or corporation shall maintain a commercial kennel within the City without having a current business license and valid commercial kennel license therefor posted in plain view on the premises. The City Clerk shall issue an annual business license and commercial kennel licenses upon the payment of an annual fee as established by the City Council in Chapter 3.35 PMC and upon receipt of an annual certificate of inspection from the Inspection Services Manager. No license shall be issued for a commercial kennel located in violation of any zoning regulations governing the location of commercial kennels, or operated in violation of any other law.
