As used in this title:

“Backflow” means the flow other than the intended direction of flow of any foreign liquids, gases, or substances into the distribution system of a public water supply.

“Backflow prevention device” means a device to counteract back pressure or prevent back siphonage.

“Backflow assembly tester” means a person who has met the Washington State Department of Health requirements to test backflow prevention assemblies and has a current certificate and backflow assembly tester certification number issued by Washington Certification Services.

“City water distribution system” means the system supplying water processed and purified through the City water filtration plant and delivered through the City water distribution system.

“Cross-connection” means any physical arrangement whereby a public water supply is connected, directly or indirectly, with any other water supply system, sewer, drain, conduit, pool, storage reservoir, plumbing fixture, or other device which contains or may contain contaminated water, sewage, or other waste or liquids of unknown or unsafe quality, which may be capable of imparting contamination to the public water supply as a result of backflow.

“Customer line” means the pipe, valve and fittings leading from the meter to the premises served.

“Director” means the Director of the Public Works Department, City of Pasco.

“Dual water system” means the availability of any source of water other than from the City water distribution system serviced to, used on, or available to the same premises.

“Engineer” means the City Engineer or his authorized agent.

“Household” means a family unit wherein are carried on the usual functions of living, sleeping and preparation of meals.

“Landlord” means an owner or owners of rented or leased residential or commercial properties where water service is furnished by a separate meter for each dwelling unit.

“Person” means natural persons of either sex, associations, co-partnerships and corporations whether acting by themselves or by a servant, agent or employee; the singular number shall be held and construed to include the plural and the masculine pronoun to include the feminine.

“Plumbing code” means the duly enacted plumbing ordinance of the City as it now exists or as it is changed from time to time hereafter.

“Service line” means the pipe, valve and fittings laid from main to and including the meter and meter box.

“Single-family dwelling unit” means a building, or part of a building or other structure, which is designed and occupied by and for one family.
