The owner or occupant of real property in the central downtown area of the City of Pasco within the boundaries of First Avenue to Tenth Avenue and Clark Street to Columbia Street upon which there exists a commercial building with multiple units divided by common walls and occupied by a single commercial user may elect to have a single minimum water service charge rather than the multiple minimums from each existing meter serving the building. In the event of such an election, the minimum water service charge shall be equivalent to the minimum charge if the building were served by a single meter of a size required to provide the same service capacity as the existing multiple meters provide to the property.
