(1) To provide opportunities for art and murals in Pasco.

(2) Ensure that murals are not obscene.

(3) Ensure that murals are artwork and distinct from signs and commercial messages.

(4) Encourage collaboration in the community and with the City Arts and Culture Commission on public murals.

(5) Provide opportunity for review of proposed public murals by the City Arts and Culture Commission.
