In determining salaries, wages, hours and working conditions for employment in the City service the City Council through the City Manager may bargain collectively with any employee group or representative thereof and enter into such formal agreement as is permitted by law. In the event of conflict between such an agreement and provisions of this code the agreement shall govern. [Ord. 1458 § 10, 1971; Ord. 1306 § 68, 1968; Code 1970 § 2.42.540.]
