Employees of the City shall not plan, promote or be a part of a strike, slowdown, sit-down, or other stoppage of work which would reduce the effectiveness of the City in any way. Any employee of the City who participates in a strike, slowdown, or other stoppage of work which reduces the effectiveness of the City shall be subject to disciplinary action up to, and including, the forfeiture of all rights and privileges of employment with the City, and may be cause for forfeiture of his office or position in the City service.
