(1) The solid waste contractor shall issue two residential coupons for the benefit of each residential premises within the City which will provide for certain disposal privileges at the contractor’s transfer station, each valid for one day during the transfer facility’s operating hours and redeemable within the calendar year in which they are issued, subject to the following terms and conditions:

(a) Residential coupons shall be available for residential use only. Commercial accounts (businesses, apartments, mobile home parks and industrial customers) are not eligible for the residential coupon program.

(b) For each residential service account existing or initiated prior to June 30th of each year, that household will be eligible for two coupons; new residential service accounts initiated after June 30th will be eligible for one coupon. Eligible households shall be advised of the coupon program rules and obtain their coupon(s) at the contractor’s place of business after demonstrating to the contractor compliance with the following qualifications:

(i) Current residency at an address within the City of Pasco, as evidenced by governmentally issued identification with photo;

(ii) Current solid waste account with contractor for same person at same address identified in subsection (1)(b)(i) of this section.

(c) On the date of validation (use of coupon), there shall be no cost to the participant for the first 500 pounds of eligible waste delivered to the transfer facility; standard charges shall be applied to all waste exceeding the 500-pound limitation and any waste excluded by the following coupon restrictions, except:

(i) Up to a maximum of four automobile tires only may be included in the 500-pound coupon disposal. Vehicle tires with wheels, tires larger than automobile size and tires in excess of four will be accepted at an additional charge, depending on the size of the tire.

(ii) Up to two appliances may be included in the 500-pound coupon disposal; provided, however, there shall be a standard charge of $35.00 plus tax for any appliance which contains freon.

(d) No deliveries of solid waste by dump trucks or large commercial vehicles will be accepted.

(e) No dirt, rocks, sod, concrete, asphalt, roofing or similar types of materials will be accepted under the residential coupon. Additional tonnage charges will apply to these types of solid waste materials.

(2) Renters and those living in residential units up to a triplex, who also are required by their landlords to pay for garbage service, will be issued residential coupons for each occupied unit if the person renting the unit provides proof of rental, together with the coupon and identification items required above.
