Except as otherwise provided within a right-of-way use permit, franchise or facilities lease, a new application and grant shall be required of any communications carrier or provider that desires to amend its right-of-way use permit, franchise or facilities lease. If a carrier or provider is ordered by the City to locate or relocate its communications facilities in public ways not included in a previously granted right-of-way use permit, franchise or facilities lease, the City shall grant an amendment without further application.
